PROBLEM TO BE SOLVED: To obtain a switching device which provides message services equivalent to conventional circuit switched services at a low cost, by making voice data into IP packets using a packet network such as the Internet. SOLUTION: The switching device comprises a conventional circuit unit 11 for accommodating a general telephone 5 and a PSTN 8, an IP call control unit 14 for conducting call control with a packet network, a voice conversion unit 13 for conducting mutual conversion between voice data and packet voice data, and a trucking control unit 12 for conducting respective switching control on the conventional circuit unit 11, the IP call control unit 14, and the voice conversion unit 13. Call control information from the PSTN 8, etc., to the packet network is received by the conventional circuit unit 11, and passed to the IP call control unit 14 by the trucking control unit 12 to be converted into call control data in accordance with the packet network. Voice data from the PSTN 8, etc., to the packet network are received by the conventional circuit unit 11, and passed to the voice conversion unit 13 by the trucking control unit 12 to be converted into voice data in accordance with the packet network.
