PROBLEM TO BE SOLVED: To provide an incoming call restriction system, a base station, and a mobile communication control station, wherein incoming calls to a mobile terminal in a usage restriction area are prevented, and message recording is enabled without necessitating function setting or the like of the mobile terminal. SOLUTION: When the mobile-phone 1 is located in an area where its usage is limited, the base station 3 or the mobile communication control station 7 automatically transfers incoming calls to the mobile-phone 1 from other terminals to an answer phone or an answer phone service system 5 for restricting incoming calls to the mobile-phone 1 in that place, according to position information received from the mobile-phone 1. The base station 3 or the mobile communication control station 7 obtains the position information by the GPS function provided for the mobile phone 1. By automatically transferring incoming calls to the mobile-phone 1 to a telephone or the like having the function of answer phone, incoming calls and responses in that place are suppressed, and nuisance calls due to ring tone, call sound or the like are prevented.
