PROBLEM TO BE SOLVED: To provide a cleaning device that can carry out cleaning by a fur brush stably for a long period with simple constitution and stably coat an image carrier with a lubricity imparting agent without using a grinding roller, a process cartridge, and an image forming apparatus. SOLUTION: In the cleaning device 15 equipped with a fur brush 161 which removes residues such as remaining toner after transfer on a photoreceptor 5, each of fur brush bundles 120 of the fur brush 161 spreads at its tip more than at its bottom, tilts in a fixed direction, and grinds off and applies the lubricity imparting agent 162 in a solid state to the photoreceptor 5.
