[PROBLEMS] To provide an information transmitting device for transmitting/receiving information through a network even if only a powerless CPU and a small capacity memory are provided and an information distributing system. [MEANS FOR SOLVING PROBLEMS] A status describing section (13) of an information transmitting device (1) reads the status of an application executing section (11) from a status storage section (12) on receiving a start trigger from the application executing section (11), creates a natural language corresponding to the read status, performs a markup of a type predetermined for the language, makes a status abstract expressed in the natural language with the markup, and allows a data holding section (14) to hold the status abstract. On receiving "an information acquisition request" sent from an information acquiring terminal (2) through a network connecting section (15), a transmission server section (16) sends as a replay the status abstract held in the data holding section (14).
