<P>PROBLEM TO BE SOLVED: To generate normal random numbers having a good normal distribution property and reduced autocorrelation while lowering increase in the number of hardware for preventing deterioration in image quality due to peripheral autocorrelation and acquiring good image quality. <P>SOLUTION: This normal number generation device generating a random number signal having the normal distribution property in image processing is provided with a bit reverse means reversing a bit value extracted from an M-series generation means, a bit position replacing means, a uniform random number generation means, and a normal random number generation means. The uniform random number generation means generates a plurality of uniform random numbers by a logic computing means performing exclusive OR based on an upper-bit value of the M-series generation means.
