<p><P>PROBLEM TO BE SOLVED: To provide a method and an apparatus for treating garbage or the like by which the garbage is composted at a low cost with energy saving without polluting environment. <P>SOLUTION: The method of forming the garbage or the like into a fertilizer comprises (A) a 1st step for fermenting the garbage in the presence of humic substance, secondary compost returned from a 5th step, deodorization treated water and air or the like to obtain primary compost, (B) a 2nd step for moving the primary compost to be secondarily fermented to obtain the secondary compost, (C) a 3rd step for treating odorous gas or sewage produced in the 1st step with sludge and air to make a deodorized gas and deodorized water, (D) a 4th step for separating the deodorized water and sludge from each other and (E) a 5th step for returning a part of the secondary compost in the 2nd step and the deodorized water in the 4th step to the 1st step. The fermentation of the garbage is accelerated with the circulation and the recycling of the 2nd compost or the deodorized water in the 1st step by the 5th step for returning them to the 1st step.
