PROBLEM TO BE SOLVED: To provide a packet relay method and relay apparatus, a server, and a communication system with which access control or address translation setting can be changed from WAN without detecting a port by port scanning, a plurality of servers can be made public with the same port number, and a plurality of terminals can perform communication even with a protocol having no port number. SOLUTION: In the relay apparatus 1 for mutually connecting a local network and a global network; an access control unit 13 accepts a request of adding or deleting access control rules and address translation rules from only an authenticated server, changes an access control table upon this request, and requests an address translator 14 to add or delete the address translation rules.
