PROBLEM TO BE SOLVED: To encode image data obtained by a camera rotated left and right with a high efficiency, even when buffer memories at every photographing direction of the camera are not used. SOLUTION: A monitor camera system has the camera 101 photographing an image and generating image data displaying the image, a camera photographing-direction control means 103 for changing the photographing direction of the camera, and a block-movement vector detecting means 123 for detecting block-movement vectors at every block regarding a plurality of blocks contained in image data. The monitor camera system further has a common-movement vector computing means 129 for computing common-movement vectors in common with a plurality of the blocks in the same frame in relation to a change in the photographing direction of the camera, and a differential-movement vector computing means 131 for computing differential-movement vectors on the basis of the block-movement vectors at every block and the common-movement vectors regarding a plurality of the blocks contained in image data.
