PROBLEM TO BE SOLVED: To flexibly control interconnection among a plurality of IP telephone networks having various connection forms. SOLUTION: An IP telephone exchange provided in an IP telephone network manages information for judging other IP telephone networks to which interconnection is permitted, per other IP telephone network by telephone numbers and/or domain names of other IP telephone networks. It is discriminated whether interconnection is permitted to other IP telephone network wherein a terminal as a destination or a transmission source of a received signal is stored or not on the basis of at least one of a telephone number relating to the destination or the transmission source and a domain name of the another IP telephone network, and management information, and connection is rejected when interconnection is not permitted.
