PROBLEM TO BE SOLVED: To provide a cutter and a cutting method, having a rotary blade, at least a set of a disk-like upper blade and a drum-like lower blade, stabilizing the side pressure of a side pressure applying means to the disk-like upper blade over a long period of time, dispensing with complicated maintenance, and obtaining a stable cut width and a cut surface of stable high-quality. SOLUTION: In this wide web cutter, a wide web is continuously cut into at least two narrow webs using the rotary blade including at least one set of the drum-like lower blade disposed on a lower blade shaft and the disk-like upper blade disposed on an upper blade shaft through an upper blade holder. The upper blade holder includes a disk-like upper blade fixing member, the side pressure applying means, and an upper blade shaft fixing member, the side pressure applying means is disposed in the state of abutting on an opposite surface to a crest surface of the disk-like upper blade in the disk-like upper blade fixing member and the crest surface of the disk-like upper blade, and the opposite surface is provided with the side pressure application stabilizing means.
