PROBLEM TO BE SOLVED: To provide a planting mat effective for reducing the load on the laying surface, facilitating the application and removal and constantly keeping the soil to a good condition and provide a method for the production of the mat. SOLUTION: The planting mat is composed of a mat frame made of a synthetic resin and having a plurality of top-opened concave cells each having an opening on the bottom and a light-weight growing material filled in the cell and treated its surface with a binder. Preferably a reinforcing member is placed in each cell. The seeding on the upper surface of the light-weight growing material, the fixation of a seed sheet and the planting of a ground-covering plant can be carried out at need. The method for the production of the planting mat comprises the first step to pack the light-weight growing material in each cell of the mat frame made of a synthetic resin and having a plurality of top-opened concave cells each having an opening on the bottom, the second step to treat the surface of the light-weight growing material with a binder and, as necessary, a step to place a reinforcing member in the cell and a step for seeding, fixation of a seed sheet and planting of a ground-covering plant.
