PROBLEM TO BE SOLVED: To provide a power generating device free from CO-poisoning due to methanol decomposition at fuel electrode, not requiring any additional film, capable of attaining cost reduction, capable of improving conversion efficiency to light energy, and provide a manufacturing method of the same, and a solar power generating system. SOLUTION: The power generating system is composed of a fuel electrode 107 containing conductive material, photocatalyst, and electric charge separation material, a proton conduction layer 108, an air electrode 110 containing conductive material and metallic material, a light source, and an electric conduction wiring. The light source 101 irradiates visible light on the fuel electrode contacting water 102, the fuel electrode generates oxygen 104, proton 105 and electron 106 from from the water, the proton conduction layer conducts the proton from the fuel electrode to an air electrode, and the air electrode generates the water 109 from the electron, and oxygen 103 in the air. The power generating device is manufactured by obtaining fuel electrode by mixing the conductive material, the photocatalyst, and electric charge separation material, and drying them. The solar power generating system is equipped with the power generating device in a translucent case, and provided with a water supplying means, an oxygen exhausting means, an air supplying means, and a water draining means.
