PROBLEM TO BE SOLVED: To provide an ethylenically unsaturated polyurethane having no defect of a prior art. SOLUTION: The low viscosity ethylenically unsaturated polyurethane does not contain an NCO group, is a liquid at 25°C, has 1-12 wt.% of an ethylenically unsaturated group total content and contains a reaction product of (A) NTI and (B) OH component [comprising (i) an OH functionable lacton ester (meth)acrylate having 5-100 OH eq.%, having Mn of 200-1,000 and having a formula: CH<SB>2</SB>=C(R<SP>1</SP>)-C(O)-O-R<SP>2</SP>-[O-C(O)-R<SP>3</SP>]<SB>n</SB>-OH [wherein n is an integer of 1-5, R<SP>1</SP>is hydrogen or methyl and R<SP>2</SP>and R<SP>3</SP>represent an unsubstituted or substituted alkylene group], (ii) a mono-OH functionable ethylenic unsaturated compound other than (i) having up to 95 OH eq.% and (iii) an OH compound other than (i) or (ii) having up to 20 OH eq.%]. Further, the OH eq.% of (i), (ii) and (iii) becomes 100% at a total based on a total weight of (i), (ii) and (iii) and the NCO:OH equivalent ratio of (A) against (B) is 1.10:1-1:1.10.
