PROBLEM TO BE SOLVED: To provide a concrete hardened body with a less influence on pH of water around an underwater structure when used as an underwater structure exposed to seawater or fresh water and its manufacturing method. SOLUTION: The concrete hardened body for an underwater structure is a concrete hardened body cured for an age of≤3 months and has a depth of neutralization of≥0.5 mm. The concrete hardened body is manufactured by mixing a concrete containing cement, an inorganic additive, an aggregate, an admixture and water, casting into a mold and demolding, and then the depth of neutralization of≥0.5 mm is achieved by sprinkling water on its surface and/or forcibly carbonating its surface.
