PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of preventing generation of seaming of an image by toner discharged from a cleaning device at start of a device and image shift by winding inclination of an intermediate transfer belt at long term halt of the device and simultaneously shortening first print output time from start of an image forming operation to formation of the first image without increasing the number of components and costs of the device. SOLUTION: The problem is solved by constituting the image forming apparatus so that a detection means for controlling image formation timing to an image carrier is arranged at a position on the downstream side along the travel direction of the intermediate transfer belt by a predetermined amount from a reference mark of the intermediate transfer belt at the halt of the device by arranging a primary transfer nip part and a toner charging member in a non-image formation area of the intermediate transfer belt at the halt of the device and detecting the reference mark provided to the intermediate transfer belt.
