The system has an authorization server (TC) receiving a terminal identification of a mobile station (MS). The server includes the terminal identification and an account identification on receipt of an activation request when a predetermined time period is unexpired. An activation code (COD) and the account identification are sent to a bank network. An authorization status of the station is set. The server includes the terminal identification and code on receipt of another activation request when the terminal identification and code are assigned to each other and the time period is unexpired.
