PROBLEM TO BE SOLVED: To adaptively use a pre-filter in accordance with features of an input image while performing real-time encoding.

SOLUTION: An encoding difficulty computing part 42 in an encoding control section 15 calculates an encoding difficulty representing a difficulty of image encoding. A pre-filter control part 51 controls characteristics of a spatial filter 52 and a temporal filter 53 in a pre-filter part 50 in accordance with a ratio of the encoding difficulty in a bit rate and a ratio between an encoding difficulty of a latest B-picture and an encoding difficulty of a latest I-picture.
