<P>PROBLEM TO BE SOLVED: To provide an easy-to-adjust optical waveguide device in which miniaturization can be achieved, and to provide an optical code division multiplex communication system employing that optical waveguide device. <P>SOLUTION: The optical waveguide device is an optical encoder or an optical decoder comprising a multilexing/demultiplexing section 300, a phase shift section 400, and a delay reflection section 500. An optical pulse inputted to the I/O section A<SB>0</SB>of the multilexing/demultiplexing section 300 is demultiplexed to light tip pulses and outputted from I/O sections B<SB>1</SB>-B<SB>16</SB>. These light tip pulses are passed through phase shift optical waveguides C<SB>1</SB>-C<SB>16</SB>at the phase shift section 400 and inputted to delay optical waveguides E<SB>1</SB>-E<SB>16</SB>at the delay reflection section 500 where they are reflected on reflectors F<SB>1</SB>-F<SB>16</SB>to pass through the delay optical waveguides E<SB>1</SB>-E<SB>16</SB>reversely and returned back to the phase shift optical waveguides C<SB>1</SB>-C<SB>16</SB>at the phase shift section 400 before being inputted to the I/O sections B<SB>1</SB>-B<SB>16</SB>at the multilexing/demultiplexing section 300.
