PROBLEM TO BE SOLVED: To provide a sheet material with high dielectric constant easily made to have large capacity. SOLUTION: The sheet material with high dielectric constant 20 has dielectric layers 21, and the dielectric layer 21 is composed of a material having high dielectric constant 22 and a material having a relatively low dielectric constant 23. The materials having a high dielectric constant 22 and the material having a low dielectric constant 23 are regularly arranged in a planar direction of the dielectric layer 21.
