PROBLEM TO BE SOLVED: To provide a technology capable of attaining encryption communication employing the IPsec in the case of the encryption communication adopting both the NAT (network address translator) and IPsec protocols, that is, even when the NAT exists in the communication path. SOLUTION: In order to make ready for translation by the NAT, an extended header for describing a value of an IP header field to be rewritten is generated, and the extended header for describing information of the IP header is inserted to an IP packet.
