<P>PROBLEM TO BE SOLVED: To provide new gene promoters useful for the development of crops having the function of the efficient intake of nutrients, especially nitrogen, and also useful for phytoremediation, and to provide a method for the control of plant raising using the promoters. <P>SOLUTION: The promoters are OsAMT1;2 promoter and OsAMT1;3 promoter which have promoter activity in a rice plant. Chimeric genes includes the promoters and reporter genes on the downstream of the promoters. A transformed plant contains the chimeric gene. Besides, a method for raising a transformed plant with controlled expression of the reporter gene comprises raising the transformed plant containing the chimeric gene in the presence or absence of ammonium ion so as to or so as not to express the reporter gene.
