PROBLEM TO BE SOLVED: To prevent the generation of dust due to a hydraulic substance material such as cement at a work site.

SOLUTION: A single hole substance such as perlite, shirus balloons and fly ash balloons capable of containing a liquid or a porous structure material such as a wood powder, active carbon and vermiculite are mixed with the hydraulic substance material such as the cement and lime and compounded.
