PROBLEM TO BE SOLVED: To provide a cement composition technology by which the development of stiffness after kneading of concrete is restrained and the change of fluidity of concrete with time is reduced.

SOLUTION: Development of stiffness after kneading of concrete is restrained and the change of fluidity of the concrete with time can be reduced by using both a low heat Portland cement and a cement dispersant, and regulating the composition of clinker mineral and the quantity of gypsum in the low heat Portland cement composition.
