PROBLEM TO BE SOLVED: To provide a small and highly reliable optical integrated circuit equipped with a polarization dependent light controlling element, wherein an optical system which has excellent efficiency of using light and low power consumption even when unpolarized propagation light is input and optically coupled, is made possible. SOLUTION: The optical integrated circuit equipped with a substrate, a waveguide formed on the substrate, and the polarization dependent light controlling element, includes: a polarization separation element to branch light propagating through the waveguide into two waveguides; a polarization conversion element to convert polarization of one propagation beam out of propagation beams formed by branching with the polarization separation element; a multiplexing element to multiplex the other propagation beam formed by branching with the polarization separation element and the one propagation beam polarized with the polarization conversion element; and a coupling element to couple the propagation beam from the multiplexing element to the polarization dependent light controlling element.
