Provided is a composition for forming a phosphor layer, which reduces a firing temperature required for manufacturing a phosphor layer and allows oxidative pyrolysis of organic residue. The composition for forming a phosphor layer comprises: a red, green or blue phosphor, a binder resin and an oxidation catalyst. In the composition, the oxidation catalyst is used in an amount of 0.1-20.0 wt% based on 100 wt% of the combined weight of the binder resin and the oxidation catalyst. The oxidation catalyst is at least one catalyst selected from the group consisting of active metal oxidation catalysts and oxides thereof, supported catalysts comprising active metals or oxides thereof supported on carriers and zeolite oxidation catalysts.
