A rotating device for a generator or a motor is provided to reduce a noise and a vibration of a generator or a motor by removing a harmonic wave by a skew and by smoothing a frequency wave form through a removal of the harmonic wave. A rotating device for a generator or a motor includes a stator, a shaft(10) of a non-magnetic substance, a main body(20), a permanent magnet(33), and a rotor(R). The stator has a hollow, and a skew around which a coil is wound. The main body(20) of a cylindrical shape rotates to be integrated with the shaft(10). The permanent magnet(33) is inserted into an outer side of a central part of the main body(20). The permanent magnet(33) includes a plurality of N-polarity groups and S-polarity groups which are arranged alternatively. The permanent is inserted into the inside of the main body(20). The permanent is arranged on a magnetic force line formed by the N-polarity groups and the S-polarity groups, and increases a magnetic flux. The rotor(R) is received in the hollow of the stator and rotates.
