Provided is an urethane-based composition for an elastic pavement material, which shows excellent impact resistance and wear resistance, causes no separation of elastic rubber chips, and prevents fine cracking on a pavement material. The urethane-based composition for an elastic pavement material comprises: (1) 100 parts by weight of a polyurethane binder including a polyurethane prepolymer having a NCO/OH equivalent ratio of 0.1-10, and a curing agent including an active hydrogen compound having a NCO/H ratio of 0.5-3.0 based on the isocyanate used in the polyurethane prepolymer and a catalyst, wherein the urethane prepolymer and the curing agent are mixed in a weight ratio of 1:3-3:1; (2) 5-500 parts by weight of elastic rubber chips; (3) 0.5-10 parts by weight of at least one styrenic elastomer selected from SIS block copolymer, SEBS block copolymer and SEPS block copolymer; (4) 0.5-5 parts by weight of a liquid silicone polymer; and (5) 0.01-2 parts by weight of sulfur.
