An apparatus and a method for receiving data, and an apparatus and a method for transmitting data, in a digital multimedia broadcasting system are provided to save the power consumption and provide smooth and seamless service handover. A data receiver comprises a data processor and a frame generator(144). The data processor includes an encoder(140), a modulator(141), a sequence generator(142), and a time-division-multiplexer(143). The data processor processes data to be transmitted through a predetermined process. The data generator constructs a frame group including one frame group header and signal frames of respective services. The generator makes each frame have a first parameter for calculating the starting time of the next burst, and makes the frame group header have a second parameter for calculating the point of time for transmitting service information and each signal frame.
