A scan driver and an organic EL(Electro-Luminescence) display device having the same are provided to increase the panel size by reducing the area of a driving unit by configuring the scan driver without using shift registers. A scan driver includes plural scan signal generating circuits(250,260), which output respective scan signals. The scan signal generating circuit includes a latch unit(210) and a NAND gate(220). The latch unit receives first and third scan signals and outputs a high-level output signal from the falling edge of the first scan signal to the falling edge of the third scan signal. The NAND gate receives one of two clock signals, which have a phase difference corresponding to half of a period, and an output signal from the latch unit, performs logic manipulation on the received signals, and outputs a second scan signal. The first to third can signals are sequentially outputted.
