A transmission apparatus and a transmission method for a base station in a cellular system are provided to increase the throughput at a cell boundary by allocating a plurality of sub groups to the cell boundary so that a plurality of user diversity gains can be increased. A transmission apparatus for a base station in a cellular system comprises a cell boundary user signal generator(110) and a cell boundary multi-antenna modulator(210). The cell boundary user signal generator(110) divides an allocated frequency band into a plurality of groups, divides each group into more than two sub groups, allocates the first sub groups among a plurality of sub groups formed by a plurality of groups for cell boundaries, and creates a plurality of cell boundary user signals respectively corresponding to the first sub groups for each subcarrier. The cell boundary multi-antenna modulator(210) applies a beamforming weight to each of the cell boundary user signals. The cell boundary multi-antenna modulator(210) comprises a plurality of beamformers respectively corresponding to the first sub groups. Each of the beamformers multiplies each of the beamforming weights by each of the cell boundary user signals.
