A solar heat energy collecting panel is provided to allow for ease of manufacture and prevent water leakage by eliminating the necessity of welding a heat collecting pipe. A solar heat energy collecting panel(10) has a heat collecting pipe(14) for inflow of heat medium from an inlet pipe(16) and discharging heat medium to an outlet pipe. The heat collecting pipe is constituted by a single pipe having both ends with inlet ports. The heat collecting pipe is wound into a coil shape. Each of both ends of the heat collecting pipe is connected to the inlet pipe and the outlet pipe, respectively.
