An artificial fishing bank using waste tires for the surface of inland waters is provided to prevent the water pollution by forming artificial water culture islands by doubly combining plural waste tires on the upper and lower sides. In a water culture float having plural fixing rings(42) settled on an annular floating member(20) inserted into an inner space of a waste tire(10) and a cylindrical growing container(30) receiving a culture ground, by bolts, the artificial fishing bank(100) using waste tires is composed of a second waste tire(50) positioned under the lower end of the waste tire in a double structure by fixing each one side of connecting ropes(52) to plural fixing through-holes(12) formed at the inner lower section of the waste tire and the other sides of the connecting ropes by nuts and a fish staying barrier(60) having plural fish staying wings(64) radially arranged in the longitudinal direction of the outside about a fish staying fixing container(61) inserted into a circular inner space of the second waste tire.
