A valve assembly and a rotary compressor having the same are provided to form a vane chamber at a rear part of a second vane and mount mode conversion and back pressure conversion valves in the 3-way valve structure, thereby simplifying variable capacity control and piping. A valve assembly includes a valve housing(51) formed of metal materials for supplying suction and discharge pressure, and having at least three connection tubes(51b,51c,51a) respectively connected to a suction part, a discharge part and a vane chamber, and injection tubes(51d,51e) respectively branched from the connection tubes of the suction part and the discharge part. A mode conversion valve(52) is formed of metal material with an axial communication hole inside, and inserted into the valve housing by sliding, wherein the axial communication hole is mounted with a backflow preventing valve(53) at a side. A back pressure conversion valve(56) is mounted around the suction part connection tube rather than the branch of the suction part injection tube for supplying or blocking the suction pressure with respect to a side of the valve housing.
