An integrated circuit device and an electronic apparatus are provided to reduce a signal delay and power consumption on a word line by exclusively selecting the word line corresponding to a memory to be accessed. An integrated circuit device includes plural circuit blocks(CB1~CBN), which are arranged in a first direction. The first direction is defined as a direction from a short side to the opposite side of the IC device. The circuit block includes at least one memory block(MB) and at least one data driver block(DB). The memory block includes a memory cell array, a row address decoder, and a sense amplifier block. The row address decoder selects one of the word lines of the memory cell array. The sense amplifier block outputs the image data, which is read from the memory cell array, to the data driver block. The row address decoder is arranged, so that the longitudinal direction thereof is parallel to the first direction. The sense amplifier block is arranged, such that the longitudinal direction thereof is parallel to a second direction. The second direction is defined as a direction from a long side to the opposite side of the IC device.
