A method and an apparatus of driving a plasma display panel are provided to prevent an address driver from being affected by a sustain discharge by adjusting a base voltage of the address driver to be equal to or higher than the base voltage of a sustain or scan driver. An apparatus of driving a plasma display panel includes a scan driver(12), a sustain driver(14), and an address driver(16). The scan driver uses a first set-down voltage, which is lower than a first base voltage, a scan reference voltage, a scan voltage, and a sustain voltage to drive a scan electrode of a panel capacitor. The sustain driver uses a second set-down voltage, which is lower than a second base voltage, and the sustain voltage to drive a sustain electrode of the panel capacitor. The address driver uses an address voltage, which is higher than a third base voltage, to drive an address electrode. The first base voltage and the second base voltage are equal to or lower than the second base voltage.
