A valve of controlling liquid is provided to reduce number of parts and working hour by basically blocking the water hammer by the sheet having the taper and improving the reliability of the valve. A valve of controlling liquid is composed of a housing(30) having a horizontal inlet port(31) and a vertical outlet port; a movable piston(40) sliding-combined by a return spring(41) and formed with an orifice(42); a core block(46) provided with water pressure rooms(43a,43b) between the movable piston and the housing and constantly closed by a core head(44) projected to be interlocked with an operating rod(R) and an inner return spring(45); a packing ring(47) fixed at the upper part of the movable piston; and a fixing block(50) having a sheet(51) providing the opening and closing force by longitudinally moving the packing ring. A water pressure surface(48) is formed at the outside of the movable piston. A regulator(33) is installed on an inlet pipe(32) to provide the stable flow rate.
