A density determining method, an image forming apparatus, and an image processing system are provided to make it possible to easily and accurately generate a copy-forgery-inhibited pattern image having the optimal density. A plurality of latent image patches generated by using a plurality of density signal values and a plurality of background image patches generated by using the plurality of density signal values are formed on at least one sheet(1602). Brightness information, which represents the brightness values of the latent image patches and the background image patches within image data, is obtained by reading the sheet(1610). A first density signal value used in generating a latent image and a second density signal value used in generating a background image are determined according to the obtained brightness information(1611).
