An image processing apparatus with which noise reduction is possible and an image processing method for the noise reduction are provided to select optimal images by filtering an SAD(Sum of Absolute Difference) value of neighbor blocks or pixels in addition to current blocks or pixels, thereby preventing a part of a screen from extremely offending eyes and preventing an unnatural picture. An image processing apparatus(300) with which noise reduction is possible comprises the followings: the first noise removal unit(310); the second removal unit(320); a comparison determination unit(330) which compares the number of the first and second minimum motion estimation error values, outputted from the first and second noise removal units, with a certain critical value and determines a reference flag signal for selecting optimal images; an optimal video selection unit(340) which selectively outputs one of the first and second candidate images as the optimal image on the basis of the determined reference flag signal.
