An insulating panel for internal cladding of rooms, e.g. for use in submarines, has a loose fiber filling (6) between a bonding layer (7), for applying to an internal wall and an inward facing layer (21) which transmits sound, e.g. a perforated layer. Overlap wall sections (17) provide good insulation to adjacent panels. The panel provides thermal and acoustic insulation. Typical fiber fillings include glass wool.
