Transmission power control is performed in accordance with a prescribed reception power of a reception side communication device. A mobile communication system (10) is provided with a reception system acquiring section (303) wherein a base station device (20a) transmits a reception system of a communication signal and a mobile station device (30a) receives the transmitted reception system; a transmission power control section (307a) which decides a transmission power for transmitting the communication signal, based on the received reception system; and a transmission BB processing section (308) which transmits the communication signal to the base station device (20a) by the decided transmission power.
