A 360-degree rotational hinge apparatus and a portable electronic device having the same are provided to achieve slimness, to maintain a good external appearance without protrusion to the external, and to fix one of two panels in case that the other one is rotated. A portable electronic device is comprised of the first panel(100), the second panel(200), and a 360-degree rotational hinge apparatus(300). The first panel(100) is formed in the shape of a thin rectangular plate, and comprises the first hinge coupling part. The first hinge coupling part is cut and formed at a side of the first panel(100). The second panel(200), formed in the shape of a thin rectangular plate and arranged at the upper side of the first panel(100) along the thickness direction of the first panel, comprises the second hinge coupling part. The second hinge coupling part is cut correspondingly with the first hinge coupling part. The 360-degree rotational hinge apparatus(300), combined with the first hinge coupling part and the second hinge coupling part at the same time so as to make a relative motion, supports the first panel(100) and the second panel(200) so that first panel(100) and the second panel(200) can be rotated sequentially for each other.
