An implementing method and UE (User Equipment) for selecting NSP (Network Service provider), the method includes: when UE accesses the network, obtains the information of accessible NAP (Network Access Provider) in the current position(11); when UE stores the obtained information of accessible NSP of NAP(12), obtains said stored information of accessible NSP of NAP(13); otherwise receives said obtained information of accessible NSP of NAP from the network side(14); adds the information of accessible NSP to the information on available NSP(15); selects the NSP of UE from said available NSP(16). The present invention may reduce the extra occupancy for the empty interface resource, effectively decrease the time consumption during the network discovery and selection.
