A voltage pumping device is provided to improve self refresh characteristics of a semiconductor device by rapidly increasing a back bias voltage. In a voltage pumping device pumping a first voltage having different levels according to whether a semiconductor device is in a self refresh mode or not, a discharge control part(250) outputs a discharge control signal in response to a reference voltage and the first voltage. A discharge part(260) discharges an output stage of the voltage pumping device to a fixed voltage level in response to the discharge control signal.
