An injector testing device and an injector testing method are provided to objectively check abnormality and performance of an injector by connecting a signal generator including a micro processor to the injector and measuring the amount of fuel discharged to the injector by operating the signal generator. An injector testing device comprises a fuel delivery unit(200), a common rail(300), an injector(100), a signal generator(400), and a metering unit(500). The fuel delivery unit is arranged to high-pressure pump fuel. The common rail is connected to the fuel delivery unit, and supplies fuel to the injector. The injector is equipped with a solenoid valve, and connected to the common rail so that the injector discharges fuel by operating the solenoid valve when a predetermined electrical signal is received. The signal generator is connected to the injector, and generates the electrical signal to the solenoid valve. The metering unit receives fuel discharged from the injector.
