A fuel reforming system and a fuel cell system having the same are provided to remove effectively the CO gas, thereby offering hydrogen gas with the high purity. An oxidation reaction member(120) includes a plate type introducing plate member(124) having channels(124a). The channels form fluid paths of hydrogen floating gas. A reaction plate member(126) with a plate type is connected with the introducing plate member so that the hydrogen floating gas is communicated. The carbon monoxide oxidation catalyst(126a) is filled with the reaction plate member and constructed by platinum group catalyst or ruthenium group catalyst.
