PROBLEM TO BE SOLVED: To improve precision of an audience rating survey of a broadcast for a mobile terminal and to protect privacy. SOLUTION: A broadcast receiving terminal (4) gathers audience information and transmits the information to a communication device (25) on a network (24). A dedicated survey machine is not necessary, so it does not cost much to increase survey samples and reliability of survey precision can be improved. In addition, the broadcast receiving terminal (4) displays choices of whether a user participates in the audience rating survey, receives a choosing operation that the user does for a choice, holds received choosing operation information of the user, and allows a gathering means to gather audience states and a transmitting means to transmit them only when the held choosing operation information indicates that the user participates in the audience rating survey.
