PROBLEM TO BE SOLVED: To prevent a recording medium (visitor token) without a management balance, which is not originally needed to be returned, from being returned uselessly while the recording medium with the management balance can be surely returned to a player even when a deposited money balance becomes zero as the result of inserting the recording medium in which the deposited money balance is recorded to a ball lending unit in an off-line state and performing ball lending processing in the case of making money receiving and ball lending processing possible in the ball lending unit 20 in the off-line state and recording the deposited money balance to the recording medium and discharging it only in the off-line state in a system of complete ID management. SOLUTION: When receiving the return operation of the visitor token (S1231), whether or not an online balance presence flag indicating that the management balance is not zero is recorded in the visitor token is judged (S1237), the visitor token in which the deposited money balance is zero is returned when the flag is recorded (S1235), and the return operation is invalidated when the flag is not recorded.
