<P>PROBLEM TO BE SOLVED: To provide a positive active material capable of increasing capacity and enhancing cycle characteristics, and to provide the manufacturing method of the positive active material and a battery using it. <P>SOLUTION: A positive electrode 21 contains composite oxide particles having a mean composition represented by Li<SB>(1+a)</SB>A<SB>b</SB>Co<SB>(1-x-y-z)</SB>Ni<SB>x</SB>Mn<SB>y</SB>M<SB>z</SB>O<SB>(2-c)</SB>F<SB>d</SB>. A represents Ca, Sr, or Ba; M represents Mg, Al, B, Ti, V, Cr, Fe, Cu, Zn, Mo, Sn, W, Zr, Y, or Nb; 0≤x<0.85; 0≤y<0.55; 0≤z<0.10; x+y+z≤1; -0.10≤a≤0.10; 0<b≤0.10; -0.10≤c≤0.20; and 0<d≤0.10.
