<P>PROBLEM TO BE SOLVED: To shorten the discharge time of a capacitor provided within an inverter. <P>SOLUTION: The accumulated voltage of the capacitor C2 is stepped down by controlling transistors Tr1 and Tr2 provided within a step-up converter 2, and it is charged back to a secondary battery 1.
