PROBLEM TO BE SOLVED: To provide a photographing apparatus and photographing method in which color or reflection property can be recognized in a natural state so as to sufficiently exhibit a monitoring function or the like. SOLUTION: An imaging area is illuminated and, when imaging the area, visible light is flickered and emitted with a predetermined intensity at a frequency equal to or higher than a predetermined frequency, so that the area illuminated with the visible light is imaged.
